Sacramento & Placer County, California

Making recovery-housing capacity easier to use responsibly.

Aperano is developing a specialized administrative layer for authorized counties, health-plan partners, housing administrators, treatment and referral organizations, and prime contractors that need a more accountable way to work with independent recovery-oriented housing.

The proposed operating layer

More than a directory.

Readiness

Operator and site intake, evidence tracking, pathway overlays, expiration monitoring and remediation status.

Capacity

Governed vacancy refreshes, setting attributes, stale-data controls and explicit qualified/no-match outcomes.

Administration

Onboarding completeness, documentation workflows, exception handling and provider-performance support.

Reconciliation

Authorized-period, rate and occupancy checks that surface mismatches instead of silently passing them through.

Buyer-controlled accountability

Designed to fit beneath existing authority.

Aperano's validation-stage model is intended to support organizations that already hold the underlying payer, County, Community Supports, treatment/referral or prime-contract authority.

Aperano does not propose to:

  • determine Medi-Cal eligibility;
  • authorize Transitional Rent or other benefits;
  • replace legally required payer or County credentialing authority;
  • provide clinical treatment;
  • claim to certify recovery residences;
  • operate residences or hold/pass through housing funds.

Evidence-first development

Facts, hypotheses and readiness are kept separate.

Aperano's planning is grounded in current California and County policy, procurement and housing-program research. A setting is not represented as billable, approved, contracted or deployment-ready merely because its setting type may be eligible under a program.

Current development includes a synthetic, non-PHI operating demonstration that shows the proposed workflow from operator/site readiness through current capacity, qualified or no-match outcomes, and reconciliation exceptions.

Current stage

Validation and procurement readiness.

Aperano is evaluating both direct public-sector opportunities and prime/subcontract roles under organizations that already hold payer, County or network authority.
